United States Secretary of State James G. Blane first suggested the idea of an International Conference for the Western Hemisphere inspired by Panamerica's dream of a Panamerica. The conference began in October of 1889, but it took almost a decade to begin, but in October of 1889, it began. The International Union of American Republics, the forerunner of the Organization of American States (OAS), was also established at the International Conference in Washington, D.C.
